The Wear & Carry Permit (Maryland’s CCW) allows you to carry a handgun concealed in public. It has its own training requirements above and beyond the HQL.
Training Requirements
For initial applicants (first-time CCW/permit to carry), Maryland requires:
Minimum 16 hours of firearms safety and carry training with a qualified instructor.
This includes both classroom instruction and range qualification.
The HQL is required to purchase, rent, or receive a regulated handgun in Maryland (unless you qualify for an exemption).
Training Requirement
You must complete a minimum 4-hour firearms safety training course taught by a Qualified Handgun Instructor.
The training certificate must be submitted with your HQL application.
